It's a Kaiser Henry J, probably a 1951. The Kaiser was a postwar attempt to build an affordable car for the masses. Its powered by a 4 cylinder Willys Jeep motor, so probably not very fast.
Set up for the famous Mexican Road Race (Carrera Panamericana) of the 50's. Speedy Gonzalez (the fastest mouse in all Mexico!) is on the hood and sides. Besides the revived La Carrera Panamericana, it is wearing logos for the Tour de France Automobile Historique and the Going to the Sun Rally.
